Does this type of alarm exist?

I'm not sure if you'd call it an alarm, but I seen the auto taser and I was wondering does such a thing exist that you could place under your car that would continually emit an electrical charge until it (the unit) was switched off, meaning that if under your car where to be touched with something it would feel the effect of the taser?
