What does it take for a weapon such as a taser to be considered deadly?

In order for the weapon to be deadly it must produce that result consistently. You could be killed with a bb gun, but that would not be a consistent result of using that bb gun so it is not a "deadly" weapon even though you in fact did die because of it. For it to be deadly it must produce that result by design.
