What kind of site is this? If someone reports your question will it immediatley get deleted?

There is a filter system on here that prevents some questions from being posted or will automatic delete the question. Any user can also report a question but that doesn't mean it is a violation. If you receive a violation notice you have an option to appeal. If Customer Service finds that it was not a violation against Community Guidelines then it will be reinstated.
