Is it normal procedure for a deputy to dismiss a report he was called to handle and frisk a resident of the lo?

a call was made to the sheriff's office requesting a deputy to be dispatched to that location because a vehicle had come onto the property and struck another vehicle while leaving. Once the deputy arrived on the property, he spotted the vehicle in question but dismissed the incident altogether the moment he saw one of the residents walk across the yard. He approached the resident and demanded her to open her hands to show him if she was holding anything. When she refused, the officer used physical force and put her face down on the ground, handcuffed her, pulled his taser out and struck her twice with it. The reason the call requesting a deputies assistance did not involve her. She had simply stepped outside and and attempted to walk next door.
